This is a league poll for public opinion on this matter, NOT confirming a rule change.
Trade salary holds (10% of AAV) for RFA contracts (dead cap percentage of the original contract if GM trades the player away to a team other than winning bid team).
For the past three seasons,
League average for declined RFA contracts: 14
League average for matched RFA contracts: 24
League average for total tagged: 39
These are good numbers in terms of league activity and movement. The only concern is for winning teams (in RFA) have no leverage (maybe other than high AAV) for an owning GM to match or trade to another GM. This option gives winning GM’s slight leverage in “sign and trade” talks and/or owning GM to decline.
