In the past discussion about the proposed arbitration, there was an idea that I’ve expanded with RFA and MiLB contracts. After reviewing salary and transactional data from RFA, positional spending, and team spending. I have decided to propose this to the league:
Proposal: all expiring MiLB contracts (1-4 years of $2) would automatically go into RFA (no tag needed).
In this proposal:
• This is EXCLUSIVELY for contracts AFTER MiLB contracts expire. This has no effect on MiLB contracts (1-4 years of $2)
• Teams would still have their two flex tags
• MiLB Option would be discontinued cause of redundancy. Those who are currently on MiLB Option will still be honored
• Lower salary to $3 from $5 for RFA players who did not receive bids (i.e., $2 x 1.5 (FT multiplier)). Teams would still select the years and/or release them.
• Player(s) on current MiLB contracts will not adhere to this proposal.
Reasoning:
This proposal would add youth and arguably match the value for larger contracts for younger stars.
Unless a team gives a 1 or 2-year MiLB contract, assuming this proposal would be in effect next off-season (2023), this would not affect any player for till projected 2027 RFA. Plenty of time for teams to decide or adjust to contracts after MiLB Contract. In other words, players projected to affected by this haven't even been drafted yet.
Allows teams to RT or FT other players without having to use them on expired MiLB players, leaving them for MLB contracts.

Our current MiLB Contract system is objectively fair for the size and competitive balance of our league. This proposal addresses league value for players entering MLB contracts after MiLB contracts, set by our RFA system and, if desired, teams can receive compensation via trade or draft picks.
Teams avg salaries are still averaging more than $45 per team.
